Dog Exercise Areas
There are areas within our district where dogs are prohibited, where they are permitted on-leash, and where they are permitted to be exercised off-leash.
Walking Your Dog in a Public Place
Dogs must be kept on a leash in all public places except dog exercise areas.
However, in a dog exercise area the dog must be accompanied by a person who is capable of having effective control of the dog at all times. A leash is to be carried by the person for the purpose of controlling the dog if the need arises.
Effective Control of Dogs
When in public, a dog should be held on a leash by a person who is capable of controlling the dog.
When off-leash in an approved dog exercise area, the person who is in charge of the dog is required to have effective control of the dog at all times.
Effective control means the dog:
- can always be seen by the person in charge
- immediately obeys voice commands even when distracted
- is not disturbing or harassing other people or animals including wildlife

Assistance Dogs
An assistance dog is a dog that is trained or being trained by a representative of one of the following organisations:
- Assistance Dogs Australia Ltd
- Lions Hearing Dogs Inc
- Seeing Eyes Dogs Australia
- Royal Guide Dogs Association of Australia and affiliated bodies
- VisAbility Limited.
Assistance dogs are permitted in all areas where dogs are otherwise prohibited.
Dog Excreta
Dog owners are responsible for ensuring that their dog excreta is not left in any public place. Failure to ensure that your dog(s) excreta is not left in any public place as it may result in an infringement notice being imposed.
Dog owners are encouraged to provide their own dog waste bags and not be reliant on those in parks, as they are often stolen or misused.
